Should a Company Offer PTO or a Vacation & Sick Leave Policy?

According to this study of 807 companies, 63% of them would rather offer separate vacation and sick time while 36% would rather offer paid time off (PTO) which tends to combine everything such as vacation days, sick days, bereavement & military leave, jury duty, and voting.

But which plan is better for employers to offer?
While PTO programs can be more expensive for companies to manage employees would feel a lot more valued, empowered, & refreshed that they could use their hours for whatever and whenever they want. This could help with recruiting and retaining great talent.
